What's the difference between the silicone seals and the release ring?

The silicone seals (this kit) are the internal valve components - the rubber rings and balls that create the watertight seal inside the brew chamber. The release ring is the separate plastic trigger ring on the outside base of the dripper that activates the valve when placed on a cup. This kit contains the silicone parts only. How do I know when the seals need replacing?
